Freelancer location

Hello. There are clients who want freelancers to be from countries where they choose. What limits other freelancers to applying for this job, even though they are qualified.

It is possible to open an exception so that freelancers from other countries can also present their proposals?

Could you please confirm if you're referring to the preferred qualifications shown at the bottom of the job post? If so, nothing limits you from applying! If you see that a client has listed a location as a preferred qualification you can still apply normally to the job post.
