Looking for someone to build and design a click funnel landing page.

How exactly do I post looking for talent for key jobs?  Should I post a job or should I look for talent within the community network?  What do you folks recommend?  As a freelancer where should I look for people with that specialty?  My apologies, I got too used to bidding for clients...now I am one.
