Anyone know if this has to be done in the 14 day rule? The freelancer response part. Not the review. So for example if a client leaves a review that you see after 14 days, can you still provide a freelancer response.

If the client closes a job, then the freelancer has 14 days within which he can leave a response.
After 14 days, the freelancer's ability to leave feedback is gone.
(Unless the client manually unlocks it for a one-time opportunity to change feedback.)

Preston, I think OP is talking about responding after both parties' original feedback is displayed. There is a window in which freelancers can respond, but I don't know what it is.

This Upwork help article states that feedback responses "must be done within 28 days of the contract ending".
