Freelancers Approval from Different Countries

Is it hard for freelancers outside of the US to get approved for account? I have a friend from Europe who did not get approved, even though I am pretty sure their skills are needed. Just wondering, if anyone had any experience.

Upwork is absolutely flooded with freelancers. Drowning in them, actually. There are way more than could ever get hired, and of the ones who are accepted, only a really small percentage ever wins a job.

Trying to join Upwork at this moment in time is pretty pointless for all but the most experienced professionals in some very rare niches.
