Freelancers, can you see how much Contractors are paying other freelancers for the same job?

I'm hiring multiple freelancers for a design job. Each vary slightly in price. Can you guys see how much I'm offering to all freelancers within the same job? I had somebody for one price, then I offered slightly more to a DIFFERENT freelancer, and the first girl came back wanting more money ... 

Curious if offers are private, or if you can see all the offers for that job?

Not until it's paid, no.

Once you paid, freelancers can see what you paid people previously.

At the "offer" stage, no.
