Get Top Rated Budget but 20% detect on hourly base projects

I have got the top rated Badge in last week. After that i have applied some others jobs. but my hourly fee detection rate is 20%. I don't know why. According to top rated badge the detection rate will be 10%. Can anyone know why i am facing this thing?

Because the jobs you are applying for aren't "featured". The 10% special fee is only for featured job posts, as is clearly pointed out in the help article.
