Getting the Top Rated status

Greetings,
I can see Top Rated eligible weeks are 8 out of 16 in My Stats page. Want I basically want to ask is that I have 300+$ earnings till now, and have a JSS of 88% if I maintain a JSS of 90 or above for 5 or more weeks now, then my Eligible weeks would be 13 out 16. Can I get Top Rated badge then?
Or I must have $1000 earnings(in 12 months period) then 13/16 weeks would help me to qualify for a Top-Rated Status?
In short, 1000$ earning is necessary for Top-rated badge?

Yes. You must meet all the requirements, not just one or two.
