HOW TO JUDGE THE RIGHT PROJECT FOR BIDDING

You should be looking for entry level projects only, and work with clients who only require basic English (your English level is not fluent, despite making this claim in your profile). I also don't think that you have a realistic chance of getting any graphic design or content writing projects, so you should probably stick to data entry and reduce your rate to $3/hour. It's not going to be easy for you to compete. Take the learning paths and try to improve your profile before you send any proposals, and only offer services in which you have some experience and training.
