Got a new invite today for data research where the cleint has mentioned Hourly Rang 6.00 -$11.00

I placed a proposla with $10 per hour (being a task on data collection).

Here is the catch-

1) I got a reply from client in a txt file in upwork message box.

2) Client says he will pay "Around 22$ hourly rate with 40+ hours weekly limit.
our condition is... You have to give me back 60% money that available on your Upwork account
(we will pay all upwork Fee) you have to send that $ to me over Poyoneer,Paypal, Wise, Bainance when available on your upwork balance

I suppose upwork shouldnt allow any buyer to post a project

1) Unless he has "Payment method verified"

2) He/shehas made an initial membership fee to post a job

3) He/she must have an updated Tax id or GST number
