Help Finding Freelancer

Hello. I have a situation involving public records. I have been requesting numerous records that have been delivered in PDF format. I need someone that is an expert in file management that can help me sort these records and create a log of communication. It would be extremely helpful if the freelancer was an expert in recognizing irregularities associated with public records.
