Hire Now Button on My Profile is not clickable

A client is trying to hire me, and he said that the hire now button on my profile is not working.  It's "grayed out" and he cannot proceed with hiring me through Upwork and sending a contract to me.  How can we proceed?

Please go to your account settings and chose top tab on left, ''My Info''. Kindly, try adding address details and phone number in order to fix this error. If the issue persists after this please let us know and our team will assist you further.
