I tried opening a ticket and am dealing with a support person who simply can't grasp the problem I am having (not receiving emails from Upwork) and his responses are more like a comedy routine than serious help. I would rather chat with someone so that I can get to the bottom of the problem.

Go to your Notification Settings and check if you have ticked the relevant boxes.
You may also have to whitelist Upwork within your email provider's settings

Hi Nicole,
I checked and it looks like there was a bounce on your email address which is why you were not receiving emails from Upwork. I have removed the bounce, and you should now start receiving emails from us. If ths issue persists, you can come back here, and our team will assist you further.
