As it depends on your profile. You have to build your profile according to your services. When your profile get mature and  and you do some related jobs. Then the invitation will be starte automatically.

The kind of photo retouching that you're doing is a massively overcrowded category, with tens of thousands of freelancers. Upwork rotates the search results to give everyone a chance, but with so many freelancers, you'll hardly ever appear near the top of the list. The best thing that you can do in your category is to refresh the jobs feed often and apply for new jobs as quickly as you can (while taking enough time to write a good proposal, of course).
