How can i get more contrat on upwork, after i finished 2 jobs and i have 5 stars

Hello !
I m a level 2 on fiverr, been freelancing the last 4 years right there, it s good, but i wanted to take the business out to upwork, i just finished 2 contrats really good, and i have sent more than 15 proposals, 1 send me a message but we have not agreed on the art(i am a graphic designer), how can i take this business to a stable one? how can i send proposals and we can work thogheter ? how can i take this to another level ?
