How do I block another freelancer?

A freelancer has been messaging me through one of my project catalogs, asking for work. I blocked him but he's still able to keep messaging me, and there doesn't seem to be any way to report him. How do I get rid of this**Edited for Community Guidelines**? He's probably harassing other freelancers as well.

It was before, block option. But now you cannot, just hide chat. Until next message arrived. Look here 

Maybe fixed already, didnt watched updates.

I know that I blocked him, because when I click on his name, I get a message asking if I want to unblock him. If he's already blocked, how is he able to continue messaging me?
