How do I check a client profile when they give job offer?

When a client hire a freelancer they can easily check freelancer profile so they can do the mindset to hire a freelancer. A client hire me for a hourly contract, I saw that the client has 8 reviews and already spend $200+, when I start work and its completed, that time I saw that client account has suspended, I asked the client about this, client says there's some problem with his profile verification it will be all right within tomorrow, its under review, do work continue. The project was hourly, after few days when its time to get payment, my payment was refunded to client and client has no response. 

So what the solution, 

Here is my thought, 

1. if there any option to check client profile about the background, so freelancer can detarmine to work with that client or not.

or,

**2. For fixed price contracts,  upwork charge advence from a client, then why upwork not get advence for hourly contracts for a week, supose a client hire a freelancer for $10/10 hours, so upwork  easily take $100 advance from the client. and if the work doesn't need 10 hours then client can easily take back the payment.

I can understand what you are going through! It's a major drawback of hourly contracts! The only way to check client profile is the feedback that previous freelancers provide him/her. I generally don't put proposals to clients who have a single bad review.

Scammers banned after week-two. For this time he able to hire lot of peoples. So check dates, finished contracts 2 weeks more ago is good.

how can you decide is real or not for just joining, because so many client just know about upwork and they come to hire, and its dificult to know. in this time if the client is scammers they got there work from freelancer and maximum time freelancer face many problems for this. but if upwork take advance charge for hourly too, like fixed price then its definetly ok, because ultimatly every client pay for the work. so if the client account suspended after a week still the freelancer get paid for his work.
