How do I know If my Proposals are reaching the clients?

I have been sending proposals to clients, but not getting responses, is there anyway to know If my proposals are reaching the clients, or is my account somehow "suspended" and my proposals are not reaching anyone?

I checked your account and can confirm that your proposals are delivered to the clients and they can read them, reach out to you or even send an offer. Your account is working as designed and you don't have any holds on your account.
