How do I report a client who wants to pay me directly?

My proposal was accepted.  The client removed the job posting and then informed me that since this would be a longterm project, I will be paid directly thru them.  When I explained how this is againt Upwork's policy, they tried to convince me that they had "paid Upwork in order to work directly with freelancers."  I asked for verification of paid Coversion Fee.  I ended up declining the offer.  My question is, how do I report this?
