This help page says:
"It is possible to pay solely on a flat weekly payment basis by setting the weekly limit to zero"
Does that mean that I first have set up the job as an hourly contract?

Yes. You need to create an hourly contract, and then you click on "advanced options" while setting up the hourly contract, where you will find the option to set a weekly salary in addition to any logged hours (if there are any logged hours.) for as long as the contract remains active.

I think that I missed the Advanced Options when I was setting it up and that I now need to start a new contract. Does that seem right?

Or did I not go far enough here and I actually need to go all the way to hiring the person before I can access this Advanced Option?

It appears after you chose hourly where you get the choice to create an hourly or fixed rate contract
