How do clients choose the number of Connects required?

I'm curious as to why different clients choose the number of Connects required to apply for a job.  I can imagine a number of possible motivations, but would like to hear what other freelancers think.

Clients do not choose the number of connects. It is automatically determined by Upwork based on how long the job is projected to take and the size of the budget.

That's interesting to hear.   I hadn't been considered that duration or budget might determine the number of required Connects, because it had seemed kind of arbitrary to me.  I guess I'll have to look at this from a different angle!
