If you'd like to close your account, first make sure you withdraw any active proposals on your Proposals page
complete and close any active contracts and don't have any available or pending balance.Then you can close your account by visiting this page. For more information and detailed steps, please visit this help article.
Since you have an agency profile you won't be able to close your freelancer profile at the moment. If you would like to keep only your client profile, then your agency and freelancer profile can be closed. Thank you.

Hi I am both a client and a freelancer and I want to delete my client account when I click on the close account option it says close all the proposals before closing and I don't have any proposals on the client account but I have some on my freelancer account so please delete my client account without damaging my freelancer account

Please note that your profile must represent you as an individual and that all the information in your profile including your profile name needs to be accurate, truthful, and verifiable.
I need change my User ID and as it's not possible so I want to delete my current account and will creat again with fresh UserID and other information.

It looks like you already closed your account. Please note that it's a serious violation of Upwork's Terms of Service to have duplicate accounts, even if the old account was closed.
