How to Instruct Client on Offering Flat Rate Job?

Hi fellow Freelancers --

I have an Upwork client interested in paying me a flat fee to read/review her manuscript.  She needs help understanding how to send me this offer, and I'm not sure exactly what details to give her.  I have responded to a post she made (for a different project), so we could utilize this existing posting.

Can somebody please help me with a detailed list of what she has to do to send me the offer?
