How to have a job winning proposal

The main issue is with me that i don't have agood proposal so i didn't get featured to client .

I have read the upwork guidelines that how to write it but it didn't help me out.

My proposal winning rate is !0-!5% only.

Can you help me in this if possible . I write what i can provide them in quality but proposal is not seened then what work can be done.
