How to hire freelancer in an agency?

Hi Team,

I have been hired to this client as direct contract and he wants to hire the members of my agency. He does not know how to do it, please setps how he can do it, he tried to send an invite however it shows interview in progress, please see attached  screenshot. Please help. Thanks. I have also submitted an application to his job post for each of my team member but he don't know how to send contracts.
