How to post a job as a freelancer ?

How to post a job as a freelancer ? because I have another work. 
Wouldn't it be against Upwork's rules if I posted a job while a freelancer?

Hi Noor,

I would like to clarify that you can't post jobs and hire freelancers with a freelancer profile. If you would like to post a job you will need to open a client profile by going to Settings > Contact Infor > Create a New account. Thank you.
