How do we get connected with agencies on Upwork? I want to be a part of the agency as a graphics designer.

The only way to join an agency is to be invited by an agency administrator. Your relationship with them, including how you get paid, is managed privately outside Upwork. You might also want to check out the Designers & Creatives Groups here.
