I accidentally submit a proposal and canceled a proposal, do I still get my connects back?

Before finishing my propsal statmenet, I accidentally click on submit without reviewing it and I try to cancel or go back to fix my statement but I've already lost 4 connects.  Do I still get my connects refunded?

I have never prematurely hit the submit button and then today, after I saw this post... BOOM! I did it.

Thankfully I just needed to upload a few more samples to complete the proposal.
