I am not able to send an offer to a new client

Hi, I have this new client. He invited me to write a proposal for a job he had posted, but he is new to Upwork and does not know how to hire from his end. So, he asked me to send him an offer instead. I told him I couldn't, but helped him with the steps he needed. So, I am just suggesting it may be a good idea if Upwork enables freelancers to send an offer to a new client in case they prefer it.

Thank you for your feedback. The client can always go to the freelancer's profile and either invite them or to send them an offer by clicking "Hire Now."
