Hi Muhammad,
It seems like you are referring to the results when searching for a freelancer. Various factors go into search results, and results may differ over time, partly to allow more freelancers a chance to be discovered. Some considerations may include Freelancer skills, experience, platform ratings, and other elements geared toward determining a potential match for the client’s job.

This is irrelevant.
"Do good work for clients and establish good long-term relationships on Upwork." - finding a client is nigh impossible for at least a year. Scammers, frauds, bots, that's the majority of what you call clients these days. Long-term relationship? With who? People are fleeing the platform due to changes transforming it into casino and constantly decreasing quality.
"Only apply to jobs to which you are qualified." - 50+ proposals ten minutes after job is posted, all AI generated, no qualifications, mostly bots. Real clients get tired of this and simply abandon the platform, they won't search for that one real, qualified person among tons of crap they see.
"Be accurate in showcasing your abilities & skills on your contractor profile." - irrelevant these days due to paid options that boost visibility.
Get real please. And get back to quality.

So, being top-rated, 100% JSS is meaningless.
"to allow more freelancers a chance to be discovered."
How about they get jobs, work on raising their JSS, you know, like everyone used to do, to earn their ranking?
"Depending on marketplace activity across jobs and contractors, a contractor's search position will likely ebb and flow."
Now that's an interesting way of saying the top rated, 100 % JSS person ends up buried under people with a 53% JSS (I have seen it, more than once.)
Bologna.
There is no point in trying to have a terrific profile for ranking. I see a huge number of profiles, and there is no benefit in doing what you say. If it were so simple a matter to just do well, people with fantastic profiles, a long history of earnings and happy clients, wouldn't be complaining the clients can't find them in a search, because they are buried under multiple unqualified people.

You have to be very patient with Upwork. There is a lot of competition in every niche.
