I am not sure if scam or not?

I got this strange offer. The client is wanting me to do some strange things. I feel like it is a scam I have attached my conversation with him. It sounding very scammy

This is clearly a scam. I have seen exactly the same in the forum, from another freelancer.

A legitimate company should never have to ask anyone do anything like that for them.

Run, run as fast as you can.

Then why Upwork moderators aren't stopping them?

They say they try... I know it is difficult to check and stop all scammers, and I agree that this is a joint effort between Upwork and the freelancers. That is why it is so important that we flag these job posts and clients as soon as we detect them. Please flag this client so that Upwork can kick’em out.

But there is no option to flag. No option is appearing.

Then I think you should open a request for support with Upwork. You can go to https://support.upwork.com/hc/en-us and then open the chat, or, if you cannot see the chat, go to Resources > Contact and the chat will open.
