When you go to: Upwork -> Reports -> Overview

...is your money in the "Available" box?

Or is it in another box (Work in Progress, In review, Pending)?

Only money in the "Available" box can be withdrawn.

Either you don't have any available funds yet (Check if there is anything under Reports > Available ) or you have not added a withdrawal method, or the withdrawal method was added less than 3 days ago, or you have not completed your tax info yet.

Edited to add: OR (and it looks like that is the case) your account was closed or suspended by Upwork.
