I can't withdraw about my working hours for two weeks

I have worked two clients on upwork. but suddenly upwork make my account to not be able to withdraw

so I have lost clients due to that problem. and also I can't get paid for two weeks working hours

My working is not free. Clients persists that they already paid on upwork. however I can't withdraw anything. why doese upwork make my working as free?
