I can't withdraw money because it own restrictions

I'm forced to return money back to client, and today i get money , i mail upwork but did not get message back, i need money for living, it wss 12hr, so i create post here to get upwork staff solve my problem, take the money which you think it belong to client, already fight back but get no answer, please help, thank a lots
