I don’t have money for arbitration

I’ve provided all of the material, all of the evidences proving that the client is even using my work without paying for it.
A new freelancer like me doesn’t have 291$ for a 100$ case dispute.
These policy states that a person who can not afford a lawyer can’t get justice.
I want to go into arbitration but I don’t have the money for it? Does that mean I’d get 0$ after working a lot? My account suspended as well?
Guess justice doesn’t apply to poor people.
