My notification IS SET CORRECTLY.. Yet I don't get an email notification.. MADDENING!

Yeah... this is never going to be 100%.
Do what most of the regulars here do:
Don't rely on email notifications from Upwork.
Sometimes they work. Sometimes they don't.

I tend to get mine but they're usually dealyed, sometimes by a day or two.

I'm sorry to hear that you're having issues with receiving email notifications from Upwork. Have you checked your spam or junk folder if there are any emails that went there directly instead of your inbox?
