I have lot of experience, feedback and success in my field of SEO. Still not getting shortlisted.

I have struggled to get shortlisted despite having written lots of job proposals. I am using paid tools to collect and analyze the data, presenting solutions in a professional tone, but nobody still replying to most of my job applications. This problem started in 2022. I had never sat idle before 2022, but now I work only 10 hours per week for a client who has been hiring since 2014. By the way, I am very connected to SEO and Content Marketing from a professional skills standpoint.

I want to know my fellows' opinions about areas needing improvement. Is this due to Upwork's use of connect in the bidding strategy? I guess maybe the clients not reaching out to my cover letter that they have already finalized their favorites. Or, is it due to some other reasons that I am still not aware of?
