I have noticed with this message i dont know why 

You do not meet all the client's preferred qualifications

You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:

  • Upwork Hours: 1000


could you please tell me why

It means the client has chosen as a qualification that he/she wants the freelancer to have 1000 hours worked on Upwork, but you can still put in a proposal.

This message is just for an information to convey that you are not eligible for this job according to client condition. If you applied for the job, the client will see that this proposal doesn't meet the requirements. But still, you can try your luck.
