It could be someone who's been working here as a freelancer and just posted their first job as a client. Or someone who heard about Upwork ages ago, registered but never got around to using it. (At least once a month, I go to some website to buy something, type in my email address, and am surprised to learn that I already have an account that I had long forgotten about.)
