How do I legally get my v.a to get me warm leads and pay him. I got him before I was an agent. and he join my team. on my up.work CLIENT account threw his email. but I tried same threw my agent account and it wont find him

I don't think he wants the hired person to help him with hiring.

I think he wants the hired person to help him getting hired. 

"Agent" might refer to "agency"?

Hi my problem is I want to do things inline with the upwork rules. I basically want to get my v.a to target certain warm lead to see if I can be hired to solve there problems. hes ready to work and I'm ready to pay just want the confidence I'm doing the right thing.
