I am an old freelancer on upwork and I was a top rated freelancer on upwork. I stopped working on upwork in 2015 because of some personal problem. sometimes I worked for old clients and they used to pay me on upwork. after that my account went to private mode and the rating goes down to 63%. now I tried applying to projects and nothing went good. Now I want to close my account and open a new one. but the problem is: there is no guarantee of approval of a new account. I want this because my starting was with graphic designer but I am a full stake laravel developer and last 5 years I worked as the head of development in an IT firm. At this point I don't have any idea what I should do.
Upwork doesn't allow user's to create multiple accounts, so I would suggest working with the one you have now. You can edit your profile to reflect the direction you are now going in your freelance career and also check out this article for some tips on how to improve the score.

That is strictly forbidden. Don't do that. All you can do is try and get your JSS up again. You are NOT allowed to close your account and start a new one.
