I want to buy plus membership (i can not able to buy it..)

Hello Sir,
I want to buy plus membership plan.
But I can not able to buy it.
I tried to add my billing & payments and tried to buy it..but i can't.

I get this type of error.
Your payment could not be processed. Please choose an alternate payment method or retry again later.
Also  i can not able to plus membership by paypal.
