I want to change my local bank account but I don't have any card

Hii, myself Biswajit Sarkar and I am a freelancer here in Upwork. Please give me these answers of these there mentioned questions.
1)Can I change my local bank account?
2) Is it mandatory to add debit card details with the bank account? Because I want to change my local bank account but I don't have any card of this new particular account.
3) If I change this local bank account today, can I withdraw money today?

1. Yes, as long as it is an account in your name (or an account where you are an official signatory)

Now you just tell me that - I have a local bank account where my name &
signature is clearly mentioned. I want to add this account and delete the
old account. But I don't have any debit card for this new account.
1)Can I add without any debit card?

2)Can I withdraw anytime without attaching any debit card?
Please answer it's really urgent to know.

I already answered that. There is no need for the account to have a debit card.  Why would it matter? You withdraw to a bank account, not a debit card!
