ID verification

Hi,

This is my first time using Upwork, I have registered a free account and one client has reached me. However he requires me to have an ID verification. I have already looked up for topics related to this and found out that only 'earning freelancers' can have this ID verification. But as I can see in order to have some earnings I need ID verification so that client can trust me to give me a job.

So this seems to me like a 'A needs B but B needs A'. Can you help me with this?
