Identity (ID) Verification/Some of your services are temporarily on hold

Upwork is asking me for identity verification after adding Payoneer payment method, although I've passed identity verification both on video and ID and I've got ID Verification Badge,
unfortunately, I don't have either passport or visa right now
I've only government ID
so what shall I do, shall I upload The government ID again
and choose from one of the 2 options (passport-visa) and I remember while I was making my first id verification there was another option called (other)
so what shall I choose
or just shall I get a passport.

I'm just confusing on how I've got a congratulation message for adding a payment method and Upwork still asking me for verification Id
