Hello, I'm 15 years old and still can't get a government ID card. I don't have a passport. What is the most suitable alternative?

Luis, you have to be 18 years old to have an account on Upwork. So you will have to reactivate your account in three years time. You need to get a bit more experience anyway. Concentrate on your studies and see where you are when you are 18.  If you really need to work, perhaps go to your local job centre and see if they can help you.
