Everyone who is in the United States and is permitted to work while here is able to obtain acceptable government-issued ID.

Thus, your question is not an Upwork question. You need to take your questions to your local government authorities and agencies and experts, who will tell you how to obtain ID, and who can tell you whether you are allowed to work. Upwork doesn't provide that kind of information or make those decisions.
