If I'm both Freelancer and a Client, can I pay from my Upwork balance?

Hello. I'm from Bangladesh, it's in southern Asia. We don't have access to Paypal here, nor can I use the card payment method. I don't own any cards currently. 

As a Freelancer, I get to use the direct bank transfer method. 

But as a client, if I hire a freelancer, will it be possible to pay him/her from my Upwork earnings? 

PS: I haven't tried the Client profile yet. So I'm not sure whether I'd have the balance there or not. Or if it'd be a clone of my account only with different credentials.

No, for regulatory reasons this isn't possible.

If you don't have access to one of the accepted payment methods, you can't hire on Upwork.
