 You are "allowed" to wait as long as you like.

 

Contracts that had money paid on them don't do any harm to your JSS unless you have a significant percentage of long term inactive or "no feedback" contracts. (Of course with very few contracts it doesn't take that many to become "significant.)

 

Most people who think they have a lower JSS because of inactive contracts or "no feedback" ones have it because of private feedback, not inactive contracts. Take a look at your "clients who would recommend you" percentage.
