I read throught the many logged posts regarding this, but one part is not answered for me.

What I'm reading is that this means I "have" completed jobs?
If that is the case and I'm "new" to UpWork, and ALL the job's I've seen posted require:
1. I can fully understand they want such in the particular skillsets I posses
Q: Therefore, how could I ever get anywhere if all the jobs have this?
I still propose to these, but it appears I'm waisting connects, and not one is accepting my proposals.
