Instant Pay Not Working but Still Charged Fees

Hello - for several months now Instant Pay has not been working, yet I'm still being charged. I've already confirmed with my financial institution that it's not on their end. How do I get a refund for the fees Upwork has charged me for most of this year even though my payouts are not instant?
